Bizarre laws in UK

Apparently a 16 year old lad kidnapped and raped a seven year old boy and was sentenced to community supervision.  He promptly went out and did same to a five year old.  he's now been given a three year minimum sentence with indeterminate release date.  Presumably the original judge has now resigned?  No? If any MPs are thinking of canvassing TARDIS next year. Think again. Sonic screwdrivers come keen.

Community service?!? That's disgusting. I'm not one of these who wants to bring back the birch, but that sentence is an insult to the child he violated and traumatised. AND the rotten little pervert had form for this kind of crime, so surely he should always have been in for a tougher sentence?
Who needs karma when you know you're great already?

He should have been locked up - to protect other children and to allow time for him to receive treatment for his behaviour.

What about his parents?  Did he have any?  I expect they're as much to blame.
