Anyway, surely when he said he regretted it he meant he regretted doing it on duty (or regrets getting caught) rather than regrets doing it with that particular person.

But the woman might not realise that.  Women tend to become more emotional about these things.  He should have chosen his words more carefully or at least expanded on them, so as to avoid any ambiguity.

His concern was keeping his job, not protecting the feelings of someone he's had a one-night stand with. Anyone who put that before their career would be a fool.
