hi all , im new to this forum and  somthing im acking to know

what is the silver paper wrapped around a chocolate bar called ,  its basically ver very thin tin foil on the outside buit like a thin tracing paper on the inside

does anyone know  what its called

It's often just called the immediate wrapping.  If you email the company who makes the particular bar they will give you a breakdown of its constituents.
